Beginning January 1st, 2020, benefitexpress will be our new Commuter Benefit administrator. It is important to note that Connect Your Care (CYC) will no longer be the Commuter Administrator as of 1/1/2020. Due to this change you must take action in order to continue your commuter benefits in 2020.

What is Changing?

All associate’s enrolled in a commuter benefit will pay for their commuter/transit/parking benefit through a debit card provided by benefitexpress. You have the ability to decide how much you would like to put on your debit card each month and use those funds to purchase or pay for your commuter or parking benefit. You can no longer have a commuter pass (such a metrocard, LIRR, Metro North pass, etc.) directly mailed to your home. You must use your benefitexpress issued debit card to purchase them.

Account Advantages

Savings Example

Since you use pre-tax payroll dollars to pay for your parking and transit expenses, you may save up to $1,944 or more each year (assuming a combined tax rate of 30%).

Here is an example of someone who drives to a suburban transit station and boards a transit train to work. The person in this example deducts the maximum for both types of expenses and has a combined tax rate of 30%. This person would save more than $1,000 per year in tax savings.

benefitexpress - New Commuter Process & Debit Card

Beginning with the 2020 plan year, any Commuter election changes must be made under benefitexpress by the 10th of the month to be funded for the 1st of the coming month.

From the Homepage find Transit Information on the right side of the page. Click, “Change” to enroll in transit or parking benefits for 2020.


All those who enroll for Commuter in 2020 and on-going will receive a benefitexpress MasterCard debit card that will house their elected funds month to month.


The debit card will be front loaded at the beginning of each month with your elected amount(s). You can use the debit card to purchase your monthly passes, vouchers or to load your personal Transit Authority account. It can also be tied to your Uber or Lyft accounts for use with eligible shared rides.

Your new benefitexpress MasterCard debit card will be mailed by the card provider in a plain white envelope with a benefitexpress return address. You will receive one (1) card as the plan participant. The benefits card is valid for up to three (3) years. You may request additional cards, mark card lost/stolen from the reimbursement portal.

Please note: This is a stacked card that allows you to access all reimbursement accounts (e.g. Health Care flexible spending account, if elected).

If you had recurring monthly elections with Connect Your Care, they will not rollover to benefitexpress. A new election will need to be made.


Commuter passes (such as a metrocard, LIRR, Metro North pass, etc.) will no longer be directly mailed to your home. You must use your benefitexpress issued debit card to purchase them. You may keep your commuter pass until it expires, and use your new benefitexpress debit card to load and/or purchase your pass for the following month. Contact your local Transit Authority directly for further information if you are unsure about your monthly transit pass expiration date.

To continue the Commuter benefit, you will need to enroll to receive a debit card that you can use to purchase your transit pass. You can decide how much you would like to put on your debit card each month and use those funds to purchase or pay for your commuter or parking benefit. You can no longer have a commuter pass (such a metrocard, LIRR, Metro North pass, etc.) directly mailed to your home. You must use your benefitexpress issued debit card to purchase them.

Your unused 2019 funds will remain available to you on your CYC current card until March 1st, 2020. After that date, that card will no longer be active for use and can be destroyed. If you still have remaining funds, they will be transferred to benefitexpress and available on your newly issued benefitexpress debit card by March 13th, 2020.

You can elect and make changes to your commuter benefit at any time throughout the year. One system! In order to continue to get radically better, we are making things more seamless for you by housing everything on one system! Elections must be made by the 10th of the month in order to receive funds on your debit card for the following month. No need to cancel your recurring order through CYC. You can keep your metro card (or other transit pass) until it expires and use your new debit card to load/purchase your pass for the following month. If you pay for your transit out of pocket you can submit the expense to benefitexpress for a reimbursement.
